I agree that Patreon should have some facility to help guarantee some kind of progress, I think the worse I saw were SimBro, I think they did 5 or 6 years without making any content or any attempts at communicate, all the while getting around 3-5k per month (I think it peaked at 15k per month at one point) IIRC....
2-yes, the dev has to be obliged to deliver the project on X date!!! where have you ever seen something built, and never have a deadline?
But fixed dates is a bad idea, no project that I'm aware of ever came in on time & budget and that includes Building Projects, AAA Games, Movies, Books.... I'm sure some managed but they are so rare it makes locked deadlines unreasonable. Particularly for self taught "amateurs" who never learned good practice and have limited resources
I think many Devs start with good intentions, but get stuck at various points in the project, then as time goes on and people get saltier and saltier they lose the will to continue, Having someone act as editor would mean all the difference to most of them, someone to mentor them through the tough points and kick their asses when they start getting lazy.
