You might solve it by opening it in WinRar (not extracting). Pressing CTRL+E and setting language to "Japanese Shift-JIS" and only then extracting.

Finished it in 30 minutes. Lots of potential, but they weren't able to do much with it. Disappointing tho. I had been following the project for a while. Looked promising pre-release.
