It certainly fits the world history not to have people chromed to the gills, but it would be nice to see a few blatant cybernetic components from time to time. The Red Moon obviously takes it to another level, but replacement limbs seem like they'd be well within the capabilities of a world that can give us Katie's medical scanners and mass produce those police bots. It's fine not to have them, but it does feel like a missed opportunity (even if it does come down to DAZ assets).I think that the lack of augments walking the streets can also be explained by the game's lore itself. First Augment program was a US military program for a great war against Japan that ended in 2030/1/1, 12 years before the game's setting. By then Japan had created an actual cyborg - RedMoon - but the country just doesn't exist anymore, same for its corps, so all that work is almost entirely lost (maybe). We can also infere the peace agreements and international organizations could have imposed a ban on that kind of biotechnological research after the war (officially at least) so second and third gen augments like Victoria are not really that common outside megacorps headquarters. We could argue that for that first augment program to work some basic research was still needed and some not-so-advanced implants could have been broadly used for regular people (so we should see at least some 'bionic' people that were augmented between today and 2030), but with SDG spreading and all it's also possible that the greatest advances on that field were kept in secret until the start of the war.
