I have a crazy question. How do i lower Inhibition without cheating? The only thing i can find is flashing panties on the bus but that takes so much time to do. And all it seems to do is raise the inhibition buff.
It is initially a very slow process before you really get into the rolling of inhib gains -
Always do the flirt/flash options if you see them, always try and trade up to the girliest clothes you can, go buy the mags from the stall in the Uni district and read those (normally refreshed once a week on Mondays),
Do girls night with Melissa after working @ Hooters and talk with her and even getting a bit drunk looses up the character for some events to trigger earlier,
many random events working at hooters can trigger later that should modify that too,
I think even watching porn (if you get enough to buy the laptop early enough) can help not only boost that, but you can unlock other traits with the flavor types,
the hypnotist in the comm area you can wander can boost stats and give you certain traits if you want,
participating and then redoing (even with it being part of the gypsy quest chain) the saturday wet tshirt contest at the beach should help,
the community center classes all boost various things including that for some,
theres the coffee shop in uni area that i think contributes too, but its hard to get to that plus hooters job if you do both cause of how the system works - miss too many days it closes it off - then theres a take me back path where you do "a favor" but i think that has some requirements,
Without digging into the code more right now thats at least a few ideas I know of.

does anyone know when we get the house at university do the two guys paul and scortt have a scene with them?
Not sure about Paul in this patch, but there's scenes with Scott.
You need to farm his relationship till a point he takes you to the garage on Saturday around 3 P.M.
Then repeat Saturday garage event ( can use S/L ) till he suggest to shower before going home.
If shower did happened, remember to quick save/load again till you need soap, then sex scene and the rest happened.

Are you doing the quest at the frat house? If so, go to the kitchen and play the drinking game. Pay attention to the directions and if the previous round was right or wrong. I would also suggest intentionally messing up and reversing the direction the game goes in the first round so that Tyler (your target) drinks before you. You're able to interfere with the person that drinks before you, and he'll mess with you and try to get you drunk if he goes after you. Once he's drunk enough, you'll take him up to his room (that was previously guarded) and be able to enter it.

Is there a way to makes all NPCs attracted to the PC even if they have a penis like in older versions? It was more fun that way. Now most NPCs just write you off and get you fired.

It's not forced per-say on a whole. There's some storylines / characters that do force TF and transexual transformations. But you can (with a fair amount of effort) avoid female TFs. There is also at least 1 event and one magic item that you can get to transform to be more masculine.
A lot of it is focused on having the PC shift towards female, mostly by having more feminine actions lead to body TFs and sometimes mental effects too, but masculine actions shift you the other way. Like doing yoga vs strength training at the gym. Much of the random content is pretty balanced between the male, female, and transexual PC, but most of the character arcs are more with the PC either becoming or already feminine. There's some male focused stuff, but not terribly much.
You can also be gay, straight, or bisexual in any form in the game.
You always start as male, and will turn female by doing things like reading women focused magazines. If you want to jump that process and be female right away, go to the testing lab and do the "male birth control" test.
You should be able to find the university right away in the current version of the game, on a visit to ( I think) the business district you'll have something about a apartment looking for roommates, which is in the University district.
It may be there right from the start as well, just using the bus. I don't recall is it is, but it might.
