v15 is old "season 1", Act I is the rebuilt version of old season 1. So no, it's all separate. Unless you want to start from the very beginning, just play Act I first.
It's confusing but someone here explained it better.

Short answer, no to both.

You only need Act 1 and 2.

Older version 15.0.1 something, is discontinued. Act 1, is that old version, but chopped at the end.
That end starts in beginning of act 2, and goes onwards to current.

So nothing "new"(except new releases/chapters, what have you, in act 2), and nothing "lost" in terms of content.
