How the hell do you unlock the Casino outfit? It says now guaranteed way to unlock in Act 2 but no matter how many times I talk to Lily or Work in Bar nothing fucking happen to get the outfit!

Do you unlock more scenes by story progression? or do you have to grind them out or something like that by doing the lowered tiered sexual scenes, for example doing HJ several times will unlock the BJ for the bartender.
