IDK about that first part, never looked at the guide, but the TV Station is in the other part of town, you can get there by taking the subway. It is a small rectangle building on the right side.

Simpson and Melissa are slaves and are getting content this update. At this point most of the characters are enslavable so I think he'll keep adding extra stuff to do with them in addition to new characters (who are getting done way faster since there's less characters to do, like the tutor family or the girls at the studio). I don't know if he has any ending plan for Corruption or if it'll just continue indefinitely but he is running out of characters unless he starts coming out with more stuff for the slaves.
