Something I've been researching and seeing in writing is that you always give your secondary or tertiary characters small objectives and/or a small arc, even if you never implement them, you just have that shit on stand by. It doesn't have to be complex. Just simple, and they fail at that shit.

It's still supposed to be coming but it has no path to get there and nothing physically connected to it you just take a carriage or something and it's not gonna be big.
