I think that came up a few times on the fenforums. Basically it's half nobody on the dev teams feels comfortable writing that type of stuff and another half is fear patreon will get salty if they find out. I get the first one even if the roundabout consent thing is fucking weird, can't expect everyone take inspiration from the Taimanin series. But the patreon excuse is flimsy for the things I and others have complained about ad nauseum.

I think it was William who touched on the reason why things are worded to avoid being actual rape being that no one felt comfortable with that notion and didn't believe the main fanbase would be either. The first game got by it by just making the setting fucked up and with alien morality by default and made it clear what the player was getting into from the outset but didn't take it too far.
