The thing with Carla's dance outfit is a bit complicated because there are other quests that need to be done first. I don't remember everything exactly but I think it goes like this:

Once Lucy, the booze girl, asks to be in a porn movie you have to go to the guy in apartment 3D. You have to do that at night, if he's busy fucking Lisa, the green hair glasses girl, you have to try again the next night. After you told him about Lucy go back to her apartment and talk to her. She will then arrange everything for the purple booze and you have to talk to Carla in the club. I think after that she stops appearing in the club the next night. Now you have to go to Carla's apartment which is in 3A and she should be there. Talk to her and she will tell you about her missing dance outfit. If you already got it from the locker in 3B just talk to her again and you will give it to her. If you don't have the outfit you have to masturbate in front of the locker so the guy comes out, faps and after that runs away. Now you can take the outfit.

Yes, there is. Go to the apartments at night and go to room 2B. If there is a fapping guy deal with him by serving or fucking. When he's gone you can watch Cindy and that big green dude fucking.

It's a shame the female MC can't have sex with Cindy too, or some other characters at will.

You actually don't need locale emulator or anything like it to fix the save/load bug, the problem is the encoding of the save file itself. It's encoded in ANSI and either the game or western systems can't read that, I'm not a pro so I don't what's the exact problem with ANSI. I had the same problem a few times already, it's a common problem for games running on Clickteam Fusion. Here is how to fix it:

1. Open save.ini with Notepad/Editor
2. Delete everything inside the file
3. Go to File>Save as...
4. Change the encoding method to UTF-16 LE, you can do that on the left side of the "SAVE" button, see picture below

Now you can save and also load your save.

... it's the folder the game is in. There is only one. The topmost folder is often referred to as "root" as opposed to a sub-folder. In your screen-shot you're showing the save.ini file. Third from the bottom. You can just edit it in a good text editor like Notepad++.

If you saved the game it was saved alright, just launch the game with applocale or any japanese locale emualting program and load within the menu as you normally would it'll work
