"suspicious guy" shows how MC sees this guy. Nothing more, nothing less.it tells the reader who the characters are supposed to be without showing any of it and the whole scene with the "suspicious guy"
This line simply shows that the main antagonist is a male. The other males are only secondary characters.This is more subjective but this line from OP:

In the same way that she only laid into the guy when he stopped to, quite understandably, admire the car, because she's a lesbian.Oh no. She only threatened the guy with the police because she thought he might be a car thief.
Would this include scenarios where "no clothes at all" is an option?
