Well, if renaming them didn't work, attach one or two for a test, but other than that I'm out of ideas.

Tell her that she must be punished, but then back out with "I'll deal with you later". You get different results depending on how many times you put it off.

The second time you catch her (on the same day) you should get the "Bare spanking" option. Alternatively, talk to her after you've ignored her at least once that day and it should also trigger a bare spanking. If neither of those works... attach a save.
She's never sick anymore so I can't catch her twice in one day.

You can catch her in Emily's room in the afternoon. Tell her "You must be punished" and follow with "Spanking" -> "I'll deal with you later". The next time you talk to her (that day) it will trigger the event. I just tested it with your save.

Technically they are the MC's step-cousins, so strictly speaking don't qualify. And anyway, the focus in CMA is more on SM and D/s dynamics.

I think its a bug but Chloe does not fake sick after the first time (3 days). so its impossible to get the scenes for her
There is no such bug. She can't fake sick every day, it would be suspicious. She does it randomly until she is fully discovered. After she is discovered you have to use Linda 08:00 in the morning to generate new "sick" events.

Depends on when in the game. Early on Chloe will play sick, if you check her room at 0800 then you will see Linda checking her for a fever. You will also see a thermometer over the picture of Chloe, indicating that she is playing sick. Later in the game (after Chloe has stopped pretending to be sick), you can trigger the last few stars by going to Linda and telling her that Chloe ask for her. You can then go at 0800 and peek or walking in to finish those stars.
