Check the applied morphs on the figure, make sure you don't have some kind of projection morph to fix cleavage in play.
On the other hand, I've also noticed this issue with small breasts. I've not really found a good flat-chested morph that works well universally, there's always weird issues. Increase the bust and see if the problem persists with that shirt. If so, you've at least narrowed it down to that chest morph.
