For the dream option, if you've completed the Rebels' questline up to the point where you have the chance to use the jammer, you have to click on five things located within the simulation to make Kira snap out of it. You can then use the jammer to, say, bimbofy Kira without intelligence loss, or other things can be selected.

You don't need the jammer for that option only to have progress in the main quest until red kira appear (the library scene) then you have the option to tailor the effect of the dream, using the jammer protect from everything with no choice.

i did not properly update the internal version #. this is now fixed.
