These nameless NPC are generated only when an event happen and the events in DOL are usually lewd.
They are strangers because this game has a fixed amount of named NPC and you are an orphan.
Your wish is for the game to generate harmless females who are also strangers, if your pc is a female, so you can feel safe around them and even get help from them in times of threat?
When the game asks you to select gender ratio, it is asking you to choose the gender ratio of your harrasser... so you can enjoy getting harrassed by whatever gender you want regardless of your PC's gender.

Fixed NPC can help you in game, but that is rare. Wren did help me out of quicksand once.
Some NPC will help when you scream like the teachers if you are in school, I think.
Even the forest shop guy might help?
If you romance blackwolf or Eden, they can help if you are in trouble?
Not sure of that though, since I had maxed my skill and armed with pepper spray, i can fight off most except the toughest problems.
I avoid those impossible fights unless I want trigger the bad events.

I agree it would be great to have 'normal women' as benign or helpful NPCs rather than the setting being purely for deciding the nature of more attacker NPCs.

This is a lewdity game where males and female are potential attackers and they serve the purpose to harrass you.
Why would you want NPC taking up space and time by just standing around and do nothing?
If you want lesser (bad) events to pop up, I think by getting a lower allure score and avoid going out at night should do that.

I only found out about this game a few days ago and am absolutely hooked. However I learned the hard way to actually save my saves to file (I just play on my iPad and don't know if there's a proper way to play locally on it unlike on android) because all my saves were suddenly gone

Oh well but I'm looking forward to starting again knowing a bit more about the game!

in the saves menu, down at the bottom, click on "switch to the legacy save storage". it has less storage capacity, but tends to be more stable and long lasting on ios. saves to file are still recommended though.

Just an FYI, combat taunts can affect your fame. My PC's bestiality fame was rising for some reason, I determined it was because in combat my PC would threaten NPCs that the 'Great Hawk will swoop in and save me.'
I had accidentally set the Great Hawk as a love interest for some reason, so I suppose it's a 'fair cop'!

How TF are you supposed to grind masochism with max willpower? PC resists orgasms in the first turn maybe 50% of the time, meaning no masochism accrues at all.

Here's my setup:
1. Drunk to avoid stress increases
2. Arousal to near max before the fight (just enough time to ask them to treat me rough once)
3. High on aphrodisiacs to enable quick, sometimes back-back orgasms

I've tried these targets:
1. Brothel non consensual gangbang from stripping. This can sometimes net 30-100 masochism per encounter but when my character's mask is inevitably removed she accrues 150-200 exhibition fame for some reason; not really sustainable. The average seems around 40
2. Consensual gangbang from the Briar show, this is safer but I can't enrage them fast enough even when I start with zero arousal. Even still it only nets ~40 masochism, and it's also only once per week. Remember at 1000 masochism you're losing 15 PER DAY.
3. Repeated encounters in the opposite sex park bathroom - sometimes I get lucky and get 30 or so from these, but oftentimes it's a paltry 5 or even 2.
4. Bailey since she starts enraged. This seems net a SOMEWHAT reliable 30-40

TL;DR every method I've tried is beyond tedious, and even the high numbers I got from the above methods required tedious manipulation of the "RNG" by going back and switching up actions. I would greatly appreciate some pointers.

Iirc masochism rises when you're hit at 80%+ arousal, not from orgasms. But I may be misremembering.

You right on that, even though you orgasm soon after getting hit.
My way to grind masochism and sado at the same time is to look for hostile NPC who aim to hurt and not to molest, this way I don't need to anger them or asks them to be rough and I fight back to gain sado points.
The guard at Elk Street Compound works if you have access to it.
I usually go fight Remy's guards after playing blackjack with Wren to keep Alex's farm safe. You can control the number of guards you face at the house by playing with Wren.
Usually fighting 2 guards every 1 or 2 days is enough for me to maintain maso and sado close to the max, to overcome daily depreciation. Depreciation is 150 right? 15 is too low, it has been awhile since I play the game so I have forgotten.

Yes, it's from doing that 30 minutes time wasting action, some of the events are PC finding a stall that sell seeds.
I wasted a week trying to get that event to spawn enough times to buy all the seeds (savescumming is possible, just do one of the 1 or 2 minutes wasting actions). The good thing is that I found enough fertilizers to fully max Alex's farm plot while searching for the seeds.
Now the only seeds I am missing are the poppies which only spawns at Eden's or in the Assylum, but I need my PC to either pass out or max her trauma.

When you're in your bedroom, go to Gameplay settings and turn on cheat mode, and under cheats it should be one of the first in stats, under Virginities You can get any virginity back that way. I don't know if there's any way without turning on cheat mode

by editing the gamefile to always enable the cheat menu without setting cheat mode on so u dont lock urself out of gaining achievements. like i did
