The budget for Fallout 4 was around ~270 Million USD. It took them 6 years (2009 to 2015) and a team of ~100 people.
You are comparing apples to durians here man. When Delta Zone amasses that much money and has that many people working on it, then you can complain that development speed is slow.

Bullshit — it’s not about 
slow development; it’s about the 
lack of development. The game is in the exact same state it was two years ago. I decompiled it and opened the project in UE5 — it’s a complete mess. The blueprints are spaghetti, there’s no documentation, the workflows are confusing, and everything seems duct-taped together ad hoc.
We didn’t even have the option to throw out items from the inventory for ages — that feature was only added about a year ago. Why? Because the developer either couldn’t or wouldn’t implement a proper system to create new item objects after dropping them. Instead, he took the lazy shortcut of just removing them altogether. And even after adding this *extremally complicated mechanic*, he added pointless time based loot search mechanic, and removed option to "loot all", couse he couldn't make it work with search feature. And it was just as simple as making loot all only avalible after container was searched (adding "searched" bool to container), but no, it would take too much of his precious time to make at least one mechanic solid.  It took me like 5 mins to add it, after 2h of trying to figure out WTF was even going on there. 
And how long ago was a new enemy teased? Over a year ago we saw the animations and some early implementation — and where is it now? Nowhere. He never added it because he’s too incompetent to implement a new melee-type enemy. The enemies are hardcoded for ranged combat, so adding melee ones would mean reworking the entire system from scratch — and he’s too lazy to do that. There’s still no loose loot, the inventory system is a joke, and it seems like anything that isn’t copied from YouTube tutorials or Marketplace assets is beyond his ability.
What’s been added in the past year? A few empty maps, some useless survival mechanics like sleep or sanity, and even more pointless cyberware — most of which is meant for features that will probably never exist. Like, seriously, an implant that enhances smell? WTF? This is probably the only NSFW game of this type that has just 
one clothing option for the main character. For fuck’s sake, even 
Parasites — a relatively tame NSFW game — has way more variety and enemy types. Here, there’s basically just one enemy with a few reskins.
Even if this project has been making around $7k a month for the past two years, that’s over $150k — a huge budget for indie development. Look at 
Road to Vostok; it’s making far less money, yet in a shorter time it’s miles ahead. At this point, it’s not even funny. 
Devolution is openly scamming people, and yet supporters keep pouring money into this dead project.
