Yeah, like in pretty much any other porn game, you get naked to fuck XD. But I mean being able to go into the equipment slot for the detective outfit, which is there, and taking it off in order to walk around naked, to see how NPCs react to that, and stuff.

Unfortunately for you, not happening in this game.
The closest thing i can think of is the photography guy, he can take naked photos of her and then she can sell those in shops.
There's a certain shop with a dude standing in the door frame, he reacts when she sells him the photos.

Yeah, about that, I don't know if that is bugged for me, but in more than one playthrough I had gone to the studio after the first photoshoot and I couldn't trigger the scene. Any idea how that might be done?

Hm, can't think of anything.
Maybe redownload the whole game and then download the latest patch from kagura:

You must be registered to see the links

Then apply the patch and see if that fixes your problem.
If not, here is a game+ save i created for you:

Copy it to: game folder\www\save
Then load it in the game after applying latest 2.01 patch and see if it works for you.
As a bonus almost all of her skills are already maxed in this save.

It's been a while since I played and I don't think it's possible to turn it off but it's not something that takes so long

Here are my saves, save 2 is getting you right into the recollection room with all scenes unlocked. I added all other files from the save folder as well (just in case). Have fellow tomboy appreciator!

Tomboys are awesomeness, I hope we get a sequel one day with Sophie, or at least another small boobed tomboy created by the developer.

Either you're missing a file or your directory is messing up the game (it happens if it's too long or contains special characters)
an easy way to check this would be to check if there is a png called actor1 in there and if it opens with whatever program you use to view images
If the anwer is yes to both it's probably a data path problem, try moving the game folder somewhere else
otherwise it's probably a corrupt/missin image, a "fix" would be to copy any other png and rename it Actor1, then the game won't crash but you will get a glitched image instead of the missing one; not a complete fix but better than nothing
