The shovel can be found in the ruins northeast of the outskirts of Rako. Or you can buy it at the Rako store.
I managed to pass the guards, I will see if I can do it again to get you screenshots of how to do it
The factory is east of Rako, you have to go through the ruins of Nariko. Then you have to enter a cave, once outside go east again and you must enter another cave.
