1) it isn't part of every work - far from it
2) it's used to set up her comeuppance rather than to promote white power rubbish (or at least that's how I interpret it)
After all, the entire fetish is about the white race failing...
Of course we can't know the author's true feelings. Of course I am aware of the analog of powerful business men wanting to get dominated by a woman in their spare time precisely because they feel men are superior to women in the business world. In the same vein some authors might be truly convinced of white supremacy.
But I don't have to interpret it that way. I can simply take stories featuring a girl using the n-word at face value: "racist girl is forced to accept she really isn't racist at all!"
