How do I lower technique? One of the talents has a special event and I may have started using items on her without checking.

Give them some seriously shitty traits that lower Tech tremendously, then fuck them yourself or pimp them out until it drops. Trait list here. It's pretty difficult to tank Tech with traits without tanking Men and Looks tremendously since Tech is the only one that naturally increases with sex, so be prepared for that. The best traits to grab without hurting Looks/Men are: Quiet (-200), Just (-100), Casual (-300), Smelly (-200). You need more than -400 to lose Tech during sex.
You could also savescum and keep trying to pimp them out until you find somebody with a -Tech "gift", but that person might not even accept your girl and you'd still be fighting the natural tech boost. You also couldn't rely on fucking them yourself to speed up the process if you're relying on the -Tech gifts, so I recommend the first method or a combination of both.
Casual and Quiet or Smelly alone will at least give you -100 per TP. Fuck them 4-5 times yourself each day and pimp them out to -Tech dudes if possible and it'll drop pretty fast over a week. Also, try to have a third trait protect their Men/Looks or those will drop to nothing (Just gives +200 men each sex, so that's recommended for a third.).
If you need them to have low tech without sex to protect their virginity or something, you're fucked.

The game constantly pops a window saying "failed to save file" and then some weird code between brackets. I think I did the japanese locale thing alright, so any idea what this could be?

Check off Read-only in the Save Data folder and see if it fixes the problem.

If that event has something to do with hustling go for what FruitSmoothie said. If that event is about matching don't bother, it's not really important to match all requirements. The only exception is Tamaki Maki, the cheerleader, she absolutely must be a virgin for her first match.
Doesn't mistress have her own ending though, kinda insinuating she has her own route?

Yes, she has her own ending but it's just a short joke ending, don't forget there aren't any feeling points for her unlike the other girls. No, you need to find weapons for each character in dungeon before you can purchase them. They are in some of the boxes on each dungeon. You get a random one out of certain pool if you open 'correct' box(each box in each dungeon has desiganted drops to them, with a small randomization in each)
Be aware that weapons are also limited by story(you can't get next rank items before mistress tells you that you can)
Also last 2 girls start with tier 3 weapon to begin with when you get them.
100% save, if whoever wants to link it to the OP that's be neat i guess

Pregnancy tag is a lie "you" do not impregnate anyone, and the "pregnancy" in-game is just a little bit of text with no visual difference in the characters. So if like me you were interested because of that tag alone probably skip, otherwise it's a decent game just very grindy like a lotta other jap porn games.
