Of course it's the matter of perspective and viewer's presumption, but I personally wouldn't say being under "dominium" power means them being soulless robots. The dialogues are not written as them being mindless and blindly following the commands, it's more like them slowly accepting Doom's being their sex partner while keeping their personalities and character and not without some internal fight.

Anyway, the only way to progress the quests is to slowly expand the dominium with opening new sex scenes after few repeats of previous ones.
