I think Monica has a couple of uphill battles to fight to gather people's attention. She is sat right between "that young thing" (aka teenagers, the "college kink") and a grown woman ("milf kink") so doesn't profit off these very popular likeability boosts. Lore wise she is further removed from the MC - wife, daughter, co-worker are just closer, daughter's friends you've known for years as well - without any meaningful interaction so far in the game. She's not "conventionally hot" being short haired and butch (which of course also can be kinky but not on a "milf" level in general popularity).
But what I think puts her at a disadvantage the most is that - apart from the wife, but wives/fiancées/established girlfriends work a bit differently - she isn't taboo in the slightest (no incest, no boss-subordinate, no patient-therapist), removing that little tingling on the inside, there is no real conflict as with Nanami. You could just cut her out of your life without any consequences while the other girls you'll have to continue living with to some extent so you'll have to "make arrangements" with them, even with Lupita (who also serves the Latino kink, not the most common, then again I wouldn't know many who dislike it, while Monica arguably isn't dark skinned enough to score with ebony lovers just for that).
Now, all this could hold for Ayhsel's alternative suggestion of Lita/Lola as well even though they look younger and more "classic hot", but they would still be some kind of "forbidden fruit": having an affair with a prostitute would be seen differently than one with a fitness coach.
So in conclusion there's not too much that makes her stand out for probably a large swath of the player base. She isn't bad but overshadowed because her development will have less impact on the character's story and in a more story driven novel like this that doesn't promote her. If we had the same characters in an "everybody wants to jump your bones after two minutes" game, results might be different, but here the story element is stronger. And even in that other one, not serving a major kink may relegate her to midfield at best.
And I gotta admit even though personally I like her for not filling a character mould seen in every other game and then some, she has some high-end competition here. Yes, even Amanda, who is arguably the most classic character in this game (shy young girl with a little crush on you).
