I know that Kyle didn't do anything for almost three years now, but he didn't seem to care much for his project over most of that time period. He apparently started caring again around March, which is when he started making those large banners.
I think that's what got most people hooked back again in March when he gave himself two months to release and announced the May 23rd release date. When he pushed back to the summer, at least he earnestly said that he was too lazy and underestimated how much time he's actually going to need, so he pushed the release date back by four months and said he would give out the release for free to all who pledged in the period between Part IX and Part X.
Right now he's back to not even pretending he cares. If he really cared, he would have set his patreon to per release or suspended pledges, but he wants to keep cash pouring in.
People are still making new pledges despite three things:
  1. Most of them are return patrons and will already get the release for free if it ever comes out.
  2. Upcoming US holidays in 2020 are, say, Halloween, Thanksgiving, Christmas and New Year's Eve. If he doesn't release on Halloween, you wasted money by pledging in October. If he doesn't release on Thanksgiving, you wasted money by pledging in November.
  3. This is not a limited release and you can freely pledge on the actual release date. Heck, even if he releases on Christmas, there's literally no reason to pledge until and if the release actually comes!
I guess there really is a sucker born every minute. Right now, I'm just jealous I don't get to milk them.

It's a figure of speech. As in: "You're saying he has a Lambo to sell? I'm not buying it." – it doesn't mean you're not going to be buying that Lamborghini, it means you don't believe he has one.

Means that you don't believe any of Gumdrop's lies about the game coming soon or any date he sets.

Maybe we should report him to Patreon. End his gravy train. I heard that's what got Milfy City to finally update.

Side note I finally played the Christmas special. Just makes it suck that much more this game will never progress.

He must have been reported to Patreon in the past because if you recall, his account on Patreon was suspended for some time two years ago or so. At the time I though it was the thing that drove him to stop working on the game.
Looking back, he might have been in financial trouble. While you're suspended you don't make money off of Patreon, so he may have sold his Patreon account to somebody on the condition that he keeps his mouth shut. Maybe even he was commissioned to do the Christmas special. And since then, he restarted as a developer of another game and is not coming back?
After he cleaned up his game, his Patreon campaign was back on again and wasn't suspended since then.

One poster here says he reported Gumdrop to Patreon in January or February this year.
Others were very vocal that they would report Kyle and encouraged others to do it, too. They never actually did, or at least they never said they did.
Some people pointed out that reporting Kyle to Patreon is pointless because of a couple of reasons:
  • Patreon will not react to scammers, milkers or other deceit. Any decision to support a creator or to withhold support is purely at patron discretion.
    • Patreon does not have and will never have any guidelines that govern how often you have to release or how much content you need to release.
  • Patreon will react to offensive or disagreeable content in games. Minors in sexual situations, rape, incest, bestiality, etc.
    • The only reason Patreon cares about these is because payment processors demand it. Paypal is notorious for demanding removal of offensive content on platforms they support. Heck, even CCbill forced websites to remove content they found inappropriate, even though it was perfectly legal. They demanded MET-Art remove "Josephine", a model by Peter Dominic, because they decided she "looked too young", though she was 21 when she had her pictures taken. They demanded websites to remove content that they didn't have complete paperwork for, even though the content was legal.
    • The reason payment processor demand this is because adult content has very high rates of return (orders of magnitude higher than any other market segment). Paypal has no problems reimbursing you for fraud on ebay, even if it's a few thousand dollars, but they won't reimburse you a single dollar you spent on porn.
  • We have here version 0.98. We don't know what exact language changes Kyle made in 0.99 that would invalidate any claims that there's rape in the game. People pointed to his change log that doesn't mention removing rape from the game, but let's be honest, would you expect any creator to outright state something like this in his change log? "Removed incest and rape from the game."
  • We don't know if Patreon silences or bans users based on abusive reports. Despite stating that they take every report seriously, I would imagine they will also silence users that abuse this functionality to report nonexistent or overblown concerns or who take concerted retaliatory action against a creator. There's no proof of that, of course, but obviously they wouldn't advertise it.
Your best bet would be to download version 0.99, play through, find offensive content, save the game just before it, make screenshots and send it all to Patreon. Other than that, no chance of ever convincing Patreon to ban Gumdrop.
If you go through the trouble of writing up a report, please post a canned message to them so that others can use it as well and report Kyle to Patreon. If the report is substantiated, it might just save a few people a few bucks that they won't have to spend. Who knows? Maybe it will even force his hand.
