I know that Kyle didn't do anything for almost three years now, but he didn't seem to care much for his project over most of that time period. He apparently started caring again around March, which is when he started making those large banners.
I think that's what got most people hooked back again in March when he gave himself two months to release and announced the May 23rd release date. When he pushed back to the summer, at least he earnestly said that he was too lazy and underestimated how much time he's actually going to need, so he pushed the release date back by four months and said he would give out the release for free to all who pledged in the period between Part IX and Part X.
Right now he's back to not even pretending he cares. If he really cared, he would have set his patreon to per release or suspended pledges, but he wants to keep cash pouring in.
People are still making new pledges despite three things:
- Most of them are return patrons and will already get the release for free if it ever comes out.
- Upcoming US holidays in 2020 are, say, Halloween, Thanksgiving, Christmas and New Year's Eve. If he doesn't release on Halloween, you wasted money by pledging in October. If he doesn't release on Thanksgiving, you wasted money by pledging in November.
- This is not a limited release and you can freely pledge on the actual release date. Heck, even if he releases on Christmas, there's literally no reason to pledge until and if the release actually comes!
I guess there really is a sucker born every minute. Right now, I'm just jealous I don't get to milk them.
It's a figure of speech. As in: "You're saying he has a Lambo to sell? I'm not buying it." – it doesn't mean you're not going to be buying that Lamborghini, it means you don't believe he has one.

Means that you don't believe any of Gumdrop's lies about the game coming soon or any date he sets.
