There are lots of ways to denote versions. In this case, I would expect the numbers to continue to go up for quite a while and no where was it implied the game was 90% complete. and the new version number does not indicate that the game is now only 10% complete.

Look at the change log in the OP and you will see the numbers going up, but always with a leading zero. v0.10 just came out and it had some problems so the bugfix version is v0.10.1 I am going to guess the next release will be v0.11, still not implying 11% complete, just the next release in the cycle.

0.9 isn't 90% complete, most of times it's 0.09 version.
