If i had to hazard a guess, and as someone simply passing through, it likely comes with the same problem a lot of games do. Its a pain in the ass to actually change anything, or physically impossible because the brilliant devs set it up in the most obtuse way possible. I remember seeing one game on here a while back where they literally used png files for all of the text bubbles. So in order to change anything, you had to go in and change every single png file, rather than doing a basic text doc and then injecting. Needless to say, it very likely never got a translation.
