Why I skipped from 16 to 28, I don't know.
You not skipped anything. The Honolulu 28 is the Honolulu variation of St. Louis 28 animation.
BTW, Honolulu 17 is out right now. (Actually since yesterday night on 18:55 Japan Time). You can find it on Kemono.
The video is shorter (1 min 8 sec) than the usual (EDIT: roughly 1 min and half to 2 min). According to the desc of the video in his Fantia, he mentioned that he shorten the video for a while right now because he want to have more time for modeling etc.

I don't have a lot of resources so I just used any free audio I could find. Not the best and some parts I'm unsatisfied with, but it gets the job done.
