I think the term "scam" comes into it because the Dev is still presenting this game on his patreon page like it is being actively worked on and developed. And the monthly wallpapaer updates help to perpetuate this false narrative.
I am not a patron, but I don't see a scam here.
The latest news for dev's patreon for the last couple of years seem only to cover wallpapers.
Nevertheless any new patron will get access to discord server, the current version of the game and the wallpapers (depending on support level), so they get a lot of content for the first month. It's up to patreons to read the dev news and decide on their own how to spend their money ... they are all adults.

Hopefully we can see them. This developer should be sharing them freely. I supported the developer for far too long and nothing. The remaining patrons need to push the developer to release the game instead of just wallpapers
