I think he has something to do with Eternum and not just a cameo. The last dialogue with Mr. Mos says "there's an air of mystery around him" Carbdis won't left a dialogue like that if he is just an extra character from the game.

As a ranking member of the Church of Nova, I will tell you that Penny will not be forgotten. Nova is too kind and wonderful to let her friend remain in the cold darkness. The lovely Penny will have her moment in the sun. It's rather ironic, given that in-game Nova said that people don't even know she exists, and it's even more odd given that she always screams, has a freaking eyepatch and her orange hair made her look like a Cheeto with legs.
