Sure, if you read that as "sexually on edge", rather than "psychologically" on edge. She plays mind games with people. She gives them a carefully constructed impression for the sake of rebelling against her asshole dad and all the expectations that go with her "position" in society because of her parents. It's the reason for the tats and striking out on her own.
Given where her hand was at the time, and where it went immediately afterward, I think that's a reasonable reading. Perhaps not the only reasonable reading, but certainly a reasonable reading.
Nancy obviously isn't; Annie, Nova, and Dalia are explicitly stated to be. Luna isn't stated one way or the other, but I haven't seen anyone suggest she isn't a virgin. And while I'm not confident of this with Dalia, I'd strongly suspect that neither Annie, Nova, nor Luna had "dated or experimented a little." Annie's too into MC, Luna's a social outcast, and so is Nova (though in a different way). I don't really think Dalia has either, but I don't have specific reasons I can point to.
With the exception of the characters who clearly state if they are virgins or not, I think Cari gives room for us players to make our assumptions about the characters who say nothing.

Nova is the nerdy, awkward type whereas Penny is the hot, popular and outgoing type. It´s not that crazy to assume that Nova would be the virgin and Penny isn´t. I think this is the reasoning that person is making.
I think the point being is that Nova is supposed to be a virgin and yet she took Orion's salami like a damn pro. Ergo, Penny and Alex's sexual performance is not a good gauge in determining that they are non-virgins if a virgin can match them just as well.
We don't have to assume Nova is a virgin; she says so, clearly, on more than one occasion. Yes, Penny's beautiful and popular, and also nice and therefore relatively approachable--she's presumably had opportunities that Nova hasn't. She hasn't had much in the way of relationships--one boyfriend for a few weeks--but that doesn't rule out a hookup.

I understand he's elsewhere said that nothing except dialogue in the game is canon on this question, so I wouldn't take that as a hard "everyone else is a virgin." We know (assuming they aren't lying, which I think is a safe assumption) Annie, Nova, and Dalia are, and we universally (I think) assume Luna is. We know Nancy isn't. I think Alex and Penny are left deliberately vague--there are things about each that point in both directions, and it's up to the player how he chooses to interpret them.
