Yes you can but you need to remember the following.
1. At first you need to become best friends with the people you want to recruit.
2. A person from a rich family will not join your gang.
3. A person who is a nerd/sissy will also not join your gang.
4. A person who has a good job will not join your gang ie. police officer, mercenary etc.
I forgot to mention that you also need to increase your reputation by having sex with some women but I assumed you already did that.

Is it possible? Yes. Will it happen in the release I'm working on? Probably not. 98% of the next release will be taken up by the conclusion of the 'Pool Girl' story.
Speaking of the next release do you have a time frame for when it is finished?
PS.: The work you and Skybarbie has made so far is amazing

The next release is roughly 75% of the way developed. Tweaking, tuning, and bug fixing takes up quite a bit of time so it isn't quite as close as it sounds.
It is too soon to say, but I'm looking at three different release dates at the moment - March 1, 8, or 15. I'll know for sure in probably two weeks.
Part 3 will be more drawn out, taking place over weeks. To ease annoyances, some of this time is virtual. When time passing is virtual, I'll offer some sort of note saying so. Forcing time to advance can potentially break certain playthroughs (university playthrough mostly). Players won't have to manually forward time more than one to two days at a time.
Because part 3 is more drawn out, it is less focused as well. More characters will be involved in the story.
One warning that I've mentioned in past posts. If you are just looking for a "feel good" story, I wouldn't play part 3. Multiple problems happen in part 3 as well as the MC being an asshole a few times and mild sharing of two love interests (not Phoebe or Anna). Part 2 of the 'Pool Girl' story is the "feel good" part of the story with Part 3 being darker. There are still "feel good" moments in part 3 however, especially at the beginning and end.
There was a strong hint in part 2 of training a certain female. This training involves a unique NPC. Because of this, the training will be more scripted during the first half and take place over multiple weeks. Once the scripted portion of her training is done you'll then be able to train her like any other slave. I disabled slave training cheats when training this unique NPC. This may upset some players but I feel that the unique NPC should be trained the normal and hard way.
Development is going well and I look forward to getting this release finished.

I was the one who "tricked" noobtrain into coming back. I was upset with the moderators and site and needed a long break. I didn't want players to have to wait for a long time to finish the Pool Girl story so I asked noobtrain if he would finish it. It turned out to be a much bigger project than planned! Noobtrain added his own content to Part 2 (roughly 50%) and is doing the same for Part 3. I wrote Part 1 but between Part 2 and Part 3, noobtrain will have developed the majority of the story by far. I got it off to a great start at least. I provided noobtrain with an outline for the rest of the story.
I don't have any plans set in stone right now but will consider my options going forward. As noobtrain has mentioned, the game really needs an overhaul with the picture and video content. That would be a huge undertaking! We keep trying to patch a falling skyscraper with 2x4s, adding to the size of it without fixing the core of the problem. The game will be roughly 18 to 19 GBs in total after Part 3 comes out (one of the largest games file size wise on this site).
Players have huge expectations when downloading a game that large. The game, in reality, is only 60% of the way developed. There is plenty of placeholder content where not much is going on. None of the recent developers for the game have really addressed this placeholder content. We've all just developed what we've personally been interested in creating and adding. None of the developers for this game have cared about file size but players aren't nearly as forgiving! This game also gets more haters than most games on this site for numerous reasons. Removing features, no matter how poorly implemented or "thin" that content was is an unforgivable sin in the minds of some players.
I'm excited to play Part 3 of the Pool Girl story and see what noobtrain has come up with (once it's been released)! Part 2 that noobtrain developed was awesome!

Hi, I can only say that the size of the game doesn't bother me much. I like the game and most of what you do with it. All I can say is keep it up and don't let the haters annoy you. English is not my mother tongue so I don't write that much.
Yes, it's very possible. Now you just need to add it.

It looks like you used cheats to upgrade part of the mansion or your save game got messed up somehow.
Enter the following in the spectre1viper command injector:
mansion_tennis_court=1 & mansion_pool=1
I haven't bought the tennis court or pool yet so if that is the reason then I understand why.
The most common cause of this is an improper installation. If the QSP file is in the wrong folder, images and videos won't show up at all.
The QSP file has to be located in 'Evil 2/Evil/'. If it is being read from anywhere else it won't work. If you have more than one 'pic' folder, it can cause issues with the pictures and videos also.
I would also install this QSP update last.

Also as i was handling my 25 factories and checking that i had all my warehouses filed ...
couldn´t we build like an upgrade for those and once we hit 50.000 units in storage flush it into international markets even if its at a discount!
or perhaps make a central warehouse for each product type and ship them off!
seriously after all the updates i still got 170 millions! new factories will not improve my flushed situation!
if anything in the long run it will make it worse! not to mention that the capital city is growing too big but not big enough to staff my industrial facilities!
By the way i am so evil that i employ over 120k people and my minimum wage is 15 (at a small 700 workers facility because they are the least productive of the bunch) the average is 18 but a few make far more!
every successful deal completed i raise my wages by 1 as a reward for the workers!

These are all great suggestions for the next developer for Evil 2. As I've stated earlier, this is my exit project for Evil 2. I want to go out with a bang and so this update will be big. The next release will be approximately 4 GB. That is bigger than a lot of games. The game will continue to draw a lot of criticism until the file size is brought under control. I liked skybarbie's falling skyscrapper analogy. Perhaps skybarbie or other developers will add to the game but until a full video and picture overhaul is done, I would rather move on to other things... In order to do it properly, it would easily take two months just to do the overhaul.
