That's weired.
According to the game script the merchant should appear if you finished white mage.
I don't remember clearly about white mage plot. maybe go back to the tower to check if something is left behind.

I'm afraid i dont have enough time writing walkthrough.
there is offical walkthrough for 1.09 in the op. if you finished all content pre 1.09, it should be quite easy to find start of 1.091.

This game is a meltpot of everything, combat rape, heavy bdsm, guro, corruption, you name it. I dunno which part you like most, to my personal taste, I like the bdsm and corruption part, so I gonna recommed games from Ahriman (they have better combat bondage rape systm and decent rpg plot, but are mostly short play-time).

1.091fix2 update,

I reversed the default save location to game folder, if you use saves from previous version you should copy saves from c:\ to game folder.
