My spying points are -100 and if y win a new point they remain at -100 so I cant do the actions that require a certain spying level.

You download the QSP file and place it into the \Extacity 0.13 (ENG-RUS)\assets\standalone_content\ folder, there's a start.qsp there, change the extension or remove it and rename the QSP you just pasted there to start qsp, and fire the executable in the root folder of the game.
