I believe that he have thought about Artefact as 3 games, because there are 3 parts of that game. Considering all of that, actually, @ICCreations have 4 finished games (The Artefact I, II, III and IC Adventure), one ongoing (Filf) and one on hold (IC in Paradise).
About dev, well, he have never failed to deliver, so pls, calm down guys. When update gets ready, he will release it. Game is awesome and is worth waiting.
