This game was already sold on Steam, but then was banned by inadequate managers (although all their requirements were met by the dev). So I highly doubt DM can enter this river twice.

Games which have been banned by Steam cannot be re-submitted. Steam will allow him to try again with a different game, but they will never allow this game on their marketplace.

you don`t understand policy if publishing on Steam. If you have banned - you have banned at all.
There was chance when they removed Bardie - but it didn`t worked. "Sweet babie" moderator did her work.
