I think because those games are more cartoonish and not as realistic as FB (models and scenes), so they are more forgiving.Steam itself is a model of duplicity. Ban the sale of FB (especially when all the requirements have already been met and Bardie was removed), but at the same time quietly continue to sell in their store many dozens (if not hundreds) of 2D hentai games, where female MC are raped by literally everything from dwarves and orcs to demons, dogs, spiders, horses and tentacles...and the list goes on. And then these princesses or sorceresses give birth to eggs or some monsters..So trying to understand Steam's logic is pointless in my opinion, they just don't have it.
It also depends on the person who is supervising you or checking the game, like any human controlled activity it depends on who is supervising you in any place, some are more permissive, others ban everything or are more corrupt.
