I agree that the sub is, maybe counterintuitively, the person who should have the most power to define a BDSM relationship. Even in CNC, the sub should consent to some pre-discussed boundaries. Not everything has to be explicitly consented to, but harder kinks should absolutely require explicit consent at some point beforehand and everything that the sub has made off limit should be off limit. Just trying out kinks randomly and waiting for the sub to use the safeword or not is no way to do things, it's a recipe for abuse.
A dom may of course also contribute to defining the relationship by refusing to perform certain acts, and also shapes it in practice by preferring some acts over others. But the sub sets the most important boundaries.
