F95 likes to use the completed tag when the main story is completed. As also noted, the developer even said at the time that the "story" is completed and really still has been this whole time, because if you don't buy the DLC the game has it's canon ending that carries over to S&M Studio. I can see how some people will say that's not completed, while others say it is since whatever comes after doesn't have anything to do with the main game.F95 really needs to rethink their application of the "Completed" tag.
If a project is still getting updates, even if they are stories, endings, DLCs or next season or whatever, it is far from complete. Unless, the devs specify that all work has ceased so.
There are some other cases where the tag has been added but the tags are solely based upon uploader/moderator/staff decisions.
Even with games that are completed still get updates (no new content) or they just add extra junk or something that doesn't continue the story, or it's bugfixes, or the worst, remake/rework
FL Week 1 and 2 have been completed for like 2 years now, but they've had updates multiple times after the fact (no new content), translations and so forth.
