As of now, i only have seen those flowers spawn at the beach, and also pretty rarely. I first though it was bound to time,but this seems to not be true.
Just keep warping and walk to the island where you first drop down when leaving the tree house via dandelion express.
Sometimes you even get 2 Kemomimi`s

I've found that if you go to the old spot where you fought her in the previous demo, she'll always be there. Not sure if it is a trigger after you've done a specific thing or not though, but I've always seen her there and a few times in the big tree with all the bees.

I haven't seen her even once at the old spot after doing everything there is to do. I even warped back and forth more than five times, doing what user182737 said, to the first island the MC drop down just to hopefully encounter her but I've had no luck. Just one question for you: when did you encounter that white flower? At the start or after you've done everything there is to do?
