Some girls require both reputation and influence (you get influence from entertaining members of the crime organization). Keep playing the game and that will make more sense.
-If the game tells you,girl pack can't load ,than there is an error (wrong folder location,name,etc)
-If you are in the game without an "error" and you can't see the girl,I think it is just for "gocha system"
You can edit it,but you can get it from gocha (20 influense point at gespote)

I went through the Index to compare packs and would like to mention that aside new packs (18) that Sithlord86 simply hasn't gotten around to yet, there are some girls missing that have been made before. I did not check if all links are live and there might be some reason why they are not listed (such as the entire collection being linked), but for completion sake:

k how do i download those girlpacks all together at once...any torrent files (it is faster to download that way right?)

At present, there is no torrent available. You'll just have to pick and choose the girls you want and build your packs over time.
Tobe has put together a version on the main download page that does not include the base girls. You can find it in the spoilers in the download section. I think it's called "Without Girlpacks."
Be warned, you'll miss a couple of interactions between girls in Tobe's base packs.
Here's Nina Elle. This is going to be the last one for me for a while until I figure out who might be next. I'll trawl through the request thread and see if any names pop out at me that I can also good quality scenes of quickly.
