I just replayed it from the start and now the Lucy story is progressing. I'm guessing my previous save messed it up. But thanks anyway will save other people from having to restart.

No you just have to start from a point where karen wasn't level 18 yet. But you still have to go way back.

Either start again or load a save before the end of Karen's story or use saveeditonline.com and upload your latest save then change "karenpoints : ()" to "karenpoints : (18)" then save it to your pc and put it back in your gordon/game/saves folder and play
