Had the same problem. Could fix the problem by reloading the game / starting from a previous save game.

i dont know about the aunt kim event but for fiona you just need to go to the school bathroom and click on one of the stalls

start after fiona level 30 but fiona level 30 start after Mark level 21 but Mark level 21 start after Johnson level 33 but Johnson level 33 start after fiona level 28

ps: when you understand this horrific system the game is broken, I am in the office at the correct hour with the correct requirements and it triggers nothing. Happens 70% of the time...
