Basically, yes.
Toga shouldn't really take Shigaraki's word on that sort of thing though, who the hell knows what he thinks of when he faps.

ikr? toga is a precious little psycho path XD love her to pieces, along side mina, kendo and setsuna. but yeah, shigaraki is crazy af, and his quirk is a testament to that (especially as of the last arc in the manga, not sayin a word just in case you havnt read that far/dont read the manga)

LOL, yeah there is some good writing for this game, and given the devs avatar is Ashley it is safe to say the best stuff will be for her.

Oh-ho! A 1B girls fan, eh? My top 3 (not including best girl Toga of course) would be Jiro, Uraraka, and then things get messy and complicated with Mina/Momo/Tsu-chan since all 3 of them have their unique charms.
As for the manga, I'm up to date on it as of the latest English translation, and yeah, Shigaraki is OP as hell now, to the point where I think they made him too powerful. Deku better learn how to literally fly or something to avoid making contact with...well, anything.
Anyway, back on-topic :
Eh, I don't know about that. I don't feel like any of the others are lacking story. Lin, Ashley, and the Andoid's backstories are darker than the others though, and I suspect that makes us feel a little more invested in them. They're my top 3 (in that order) after all.

Why is this in the top 5, the others all have one thing in common; a stellar story.
Given that they do have amazing soundtracks, jaw dropping renders and h scenes (except deluca) that leave nothing left to desire.
I've played for about 30 mins and I've already deflowered both holes of a loli, as well as introduced bdsm to an elf that was a virgin moments ago, got my dick sucked by a cliché tsundere and am already on my way to a threesome.
I really want to give this game a go, the dev is awesome, the art and music is amazing but does it get better or does it just follow the standard troupe of eroge.

I will just say keep playing each girl's story. This game balances both story and porn.
Since the game is publicized as a porn game, that part is more transparent at first to hook new players from the target audience (aka people that want porn games)
There are around 20 story events, and as much as plenty are new porn scenes and some comedy, there are plenty that involve character development, background stories and world development.
TL;DR keep playing, come back later. Get to at least the 10th event of a girl.

As a piece of advise, don't be afraid of using the cheat code to get money and start the constructions, since that locks some characters (and obviously HUGE amounts of content) away.
I was stubborn in my first play through, so I got to the girls' great events a bit tired.
Was 100% worth it tho. Hope you enjoy it.
Each girl has their own story, and the world itself has a lot of story. There is a ton of lore, in a world with a rich history. It's hard to find much better world building.
Actually, if you are good at managing your finances, you don't really need to cheat up the money. Once Maria joins the hotel, the income is pretty good.

Yeah, but I wanted to level up the exhibitionism trait...And the biggest money generator, the bar, is fucking expensive to make, let alone upgrade, to the point that even with all your tenants it takes weeks.
With the latest updates, I would advise to try to make Kali's events first, to get to meet her step-mom.
