I literally just launched Victoria 3 on a Virtual Box without Steam installed.

That's because the exe for it doesn't "call home", Stellaris is the same way.

so much I could say about how you can't even launch Steam games without Steam unless they're some old ^&*( that you could find in abandonware Anyway, but I won't, because off-topic.

You're not going to find Stellaris or Sins 2 in abandonware, especially not Sins 2 as that one only came out 5-6 months ago.
