There are a few things that do change how they react in situations, like what outfit they wear, or if they will strip in public. But almost none of the really affect the story, other than Lin, and the contest.
I thought it was 10, but I heard you need a 14 or higher in Lin's stats (Obedience must be at least 20, and her Blowjobs, Vaginal, and Anal must be at least 14). Aside from that one event, the changes for them having the higher stats are pretty minor, the most important of them being exhibitionism and sluttiness.

And head pats will obviously be critical to getting the best outcome in the game.

Well, the rent money is only your share, after paying bills, Lin, Ellen, etc. Also, 1 Syl is roughly $7 US. Kind of funny, if you remember at one time, that was the value of an elf.

You can also do the photos, one of Android's exhibition events allows you to sell milk, IIRC, there is also the bowling tourney, and of course if you haven't gotten the money from K-dad, do more of Kali's events.

With 9000 headpats, 1 headpats per minute, 9000 minutes, so 150 hours... Who are you looking at?
Without headpats - insert a very sad Lin - I would say over 20 hours at least.

Lin has a gun and access to knives.
It would not be wise to make her unhappy.

My first playthrough was about 50 hours long. But this does include a bunch of grind to max all the stats.

If you guys want a technical answer:

RenPy's int type is a 32-bit signed integer, which means it can go up to 2147483647. Yes, that's more than 2 billion headpats!

Is there a requirement for the Barmaid outfit for Maria? I ordered it online, but it never came, and when I try to order it again, it says I just ordered it. I tried in 2 different save games and same result. Locked out of Moon content right now.

If it is the same you use to go to the city or pick up your mail, I already done it. I ordered other stuff already, everything came, except for the barmaid outfit. Everytime something is delivered, I get a message at beginning of the day. That never happened for barmaid outfit and stuff that I ordered after ordering the outfit came through fine and I was able to pick it up. The only problem I have seems to be with this particular outfit.
