Not taken out, as I made a new save with v17(prior to 17.1) and received the quest to buy it - and did so. Something is up with your save/game.
I don't like making assumptions, but in this case it sounds like Lain's Mod. In which case she likely removed the request so it didn't cause any conflicts with the code.
It is always better to ask first, before you start trying to find other causes, especially when almost no one else is experiencing it.

That or since it's specifically a walk through dialogue, possibly Runey forgot to use a varname instead. Either is possible.
It's as intended, the pet name is what you call her, everyone else still uses their real name.
Ok, I am mistaken. I had always thought that it changed the name, but I was wrong.
It's a new bug of v17.1, it will be fixed with v17.2 patch. In the mean time, you can install Main Lain's mod to trigger that event with "Talk" option on Kali's door as it should be. Remember that after that event, you can no longer visit Kali's school to trigger Vanessa's questline or ask Kali to send nudes while she's at school anymore.
