Notty likes her lingo and this seems very much like an aviation, army or navy mnemonic. Googling it did not reveal anything though. Top link is an article: "Emergency pigeon feeding" on a pigeon enthusiast site. Lol

It sure can be a code for something. Pigeons are not active at night which leads me to think it's something nefarious, something not in their best interest.
