If you ask Claire Fuzushi to engage with the cosplay club, one of the options is to ask her to do it as a personel favour. She wants you to go on a date with a friend. But there is no details or directions. Is this an unfinished section or is there something I'm missing?

is a teacher that can be hired in the high school.
Claire doesn't have, at this time, a major corruption chain. Asking the detective about her yields a hint that you should check out the sex shop.
Waiting at the sex shop, off hours, gives a small chance of seeing Claire walk into the store and buying a sex toy. Later on, asking her about this in the Teacher's Lounge gives you a clue that she is in an underground network of some type, but the storyline stops here.
Claire has two other minor roles.

chain as well, where you can catch her with Sayuki in the park after hours, but you have to trigger that chain through Sayuki.
Claire will be the teacher assigned to the cosplay club, and if you visit the Cosplay club while it's in session you will occasionally be given the chance to side with the students against her, which gradually humiliate her more and more. This chain is incomplete, though.
Claire also has a chance to ask you about forming a Parent Gym, which you can grant her. The chain immediately stops, however, and is incomplete.

If not then you need to go get them to fix the many bugs that is in the game.

Is there any other place to get the updates? I tried to register on their forum like a month ago and all i am getting is that my account awaits admin approval, or when i tried with different email it just said registration is disabled at the moment. So i cant see the attachements

You must got to the restaurant and eat and keep the newspaper then read all, then you go to the park and confront the robber to get training in lock picking.

In 1.9.5 they move the newspaper to the restaurant and the restaurant is the best place to make money early in the game when you don't cheat.

Rather than providing 19 hotfixes to be manually installed by each user (since those of us without accounts seemingly can't get them from HHS's actual website) wouldn't it be easier to just upload a patched version of the game into the OP?

Granted, I have no idea how hard that'd actually be, but it seems like the simple solution.

Hmm, Looking at the wiki (which is only half-baked and missing a lot of skills and items) it mentions that students will pick up items off the ground, which will then effect their stats daily.

I remember reading stuff about distributing porn to the student, but I kinda figured it'd be an event or something. Does this mean you can go out and just buy dozens of copies of porn mags and sex toys and just seed them around the school waiting for someone to pick them up?

Edit: unfortunately, you don't seem to be able to drop nude photos of yourself. That would be a nice touch.
Maybe I need to photoshop them to disguise my face?

The debug menu already exists.
There IS a lot of grind though.

It's weird too, because I haven't corrupted the PTA enough to change uniforms to sexy, but I've got students walking around in their underwear already because their corruption is so high.

What does the school uniform rule even do if not force people to wear their school uniforms?

My overall corruption/lust ect is like 20, but I keep getting events where I walk into a classroom and people are doing presentations naked. Presumably because their individual stats are so high/low that it allows it.

The students walking around without clothing on is a visual representation of their mental state. They really are wearing the uniform correctly. If you want to see that, I believe there is a setting on the global map that will lock them into displaying the paperdolls in complete uniforms.

I like the uniforms disappearing because I can then sort the students by their levels into classes that all have the same clothing levels. Stops some of the big rep hits when visiting classrooms if all the students are about the same level. One super uninhibited student can be cause for a huge hit in rep if the others in the class are prudes.
