I think that might be all you can research right now? The game let's you level research even if there aren't things left to choose.

I can only imagine myself asking the kids and my wife not to enter one particular room, where the computer is, for half an hour or so, " 'cos I have very important business to attend".
Now that will get me to a madhouse in no time.

how to level up?

When you are at home or in your own office (after you have been promoted) you have the oportunity to do research. Once you reach a new level you get a message that you can now spend a skillpoint. To do so click on the phone icon in the upper the right corner and select the research tab like you did in the screenshot. Now you can spend the skillpoint on any skill that has a description on it. The others without a description are not implented yet.

The screenshot shows how it looks like when you spend all skillpoints on the current avaible skills:
