Not as far as I can tell. Is there anything I need to adjust for either the Himegari folder or the locale emulator first?

(On my computer things are in German, so "English" is by me and may be off) and I do not remember which ones of these were necessary for Himegari, as I had most of these installed already/ anyways.
All of these are good to have installed anyways/ won't hurt - to play Japanese games and/or old/-ish games.
windows system tool:
- time and language : add Japanese language
- system: optional features: additional fonts for Japanese language: install
make sure that you have all Visual C++ [year] redistributables installed. Either one by one from microsoft, or all-in-one.
eg this one for all-in-one:
install "Legacy DirectX" - having an up-to-date directX is not the same, this installs stuff that is considered "legacy" (old shit) that is needed only for old/-ish games and not delivered with modern directX.
locale emulator:
I use this one, for me (win11) it works perfectly:
To be perfectly sure, to unzip downloaded game use either winrar: preview archive, hit ctrl+e to set codepage to 0932 (Japanese) and only then unzip.
Or use bandizip, use archive preview (right mouse button click), click the worldmap, set to Japanese (if it does not let you, then not needed), only then unzip.
(this is necessary only on few games/ archives, but does not hurt, to be safe - do not remember anymore if necessary for this game)
Oh, almost forgot: install/unpack into a short path with no "weird" letters or symbols in it (ä, ß, etc.). Also avoid anything "OneDrive".

edit: if it still fails, maybe your system is missing a codec?
