Have you talked with the doctor about how she monitors the implants? She'll tell you that although she shouldn't, she can allow you access to the girls' implants via a watch, if you do a few things for her (sperm samples). The watch allows you to read the info from the implants. However, and it is a BIG however, you need to complete the hacking of the implants. In truth, there is no actual watch or at least no device you wear on your wrist. In reality everything is tracked via your phone. That's why the Guide says, 'Your Phone is Your Friend.' Remember this game game out over 2 years ago so originally maybe the thought was to have a watch, but it was scrapped in favor of a phone. You track/read the info via an App on your phone. Upgrading your phone to the latest greatest gives you even more info, like locations. Hope that clears things up for you.
This sounds like you are doing something out of order. Can you open your save at ANY point?

I'm sorry I don't understand "open your save at ANY point". My saves are all working. The last save was just before I purchased the second frame. After that I went to my room. Then the game crashes. This has been a problem since I started playing the game. I just can't get the second frame to work. If I return to my room after buying the frame (second or third) the game crashes to an exception. And I have no idea how to do a clean install other than delete the 2.2.1 folder then unpack 2.3.0 and use the 2.3.1 update "game" file. I'm using that now but the glitch remains.
Are you trying to unpack 0.2.3.0 and install it over 0.2.2.1 or within that folder and then put the update over those files? If yes, install to a new location, like a new folder 0.2.3.0 then update to 0.2.3.2. If that is confusing, read the install instruction starting on page 8 of the Guide. Have you installed the bugfix release 0.2.3.2? That may also solve you issues. Find it here -

Okay for starters you have a separate 'save' folder on your C: Drive within the Users folder. The path looks something like this.-

You will always have the watch/phone, but you may not have unlocked the ability to monitor the girls' subdermal implants. The simplest answer is, no, you do not actually need to unlock the phone's ability to monitor the girls' implants information. However, it does make playing the game that much easier. As I recall, you are not using any mods, console codes, spoilers, etc. as you are playing. All well and good, but if you do not unlock the phone's capabilities, one thing you cannot do is track where the girls are on the island. Example: You want to find Yvette in the sauna, which can be hit or miss unless you can follow her movements around the island. Some appointments, events, scenes require stats to be a certain level. You'll be guessing what the girl's stats are unless you have the ability for your phone to tell you, which it can do. There's more. but that should give you an idea why it is a good idea to have the phone and all its abilities.
Remember this is a Sandbox game, not a linear go from point A to point B, game. You don't need to complete everything in one sitting. Take you time and enjoy the ride. As for the Guide being big, it probably contains more information than most that are available for other games.
